Scope Summary:

The Responsive Proposal Management Implementation project is a strategic initiative to replace Qvidian with Responsive as the new enterprise-wide proposal management platform at State Street. This platform will serve as the central solution for managing RFPs, RFIs, and other client proposal responses, streamlining content collaboration, and improving automation and efficiency in the proposal development process.

  1. Responsive Lead Technical Architect

The Lead Technical Architect is responsible for designing, planning, and overseeing the implementation of the Responsive platform within the enterprise environment. This role ensures seamless integration of key security, identity, and encryption technologies while aligning the architecture with corporate IT and security standards.

Key Responsibilities:

Responsive Platform Implementation & Customization

  • Lead the overall architecture, design, and integration of the Responsive RFP platform into the enterprise ecosystem.
  • Develop and execute the migration strategy in conjunction with stakeholders to transfer RFP content, templates, and metadata from Qvidian to Responsive.
  • Work closely with the Responsive product team to optimize the platform s configurations, API usage, and customization for business needs.

AWS KMS & Encryption Security

  • Architect the integration of Customer-Managed Keys (CMK) with AWS Key Management Service (KMS) to encrypt data at rest.
  • Define encryption key policies, set up key rotation, and integrate AWS CloudTrail logging for compliance tracking.
  • Work with the Cybersecurity and AWS Platform teams to ensure encryption compliance with corporate data security policies.

Documentation & Knowledge Transfer

  • Develop architecture diagrams, integration documentation, and security configurations for future maintenance.
  • Conduct training sessions and handover workshops for enterprise IT teams.

Required Expertise & Qualifications:

  • 10+ years in enterprise IT architecture, preferably in SaaS platform implementations.
  • Deep experience with Responsive and AWS KMS integration.
  • Hands-on experience with AWS security services and enterprise security best practices.

Certifications preferred:

  • AWS Certified Solutions Architect
  1. Responsive Security Specialist/Engineer

The Security Specialist/Engineer will lead the security architecture, compliance, and monitoring aspects of the Responsive implementation. They will be responsible for securing integrations, ensuring regulatory compliance, and monitoring security events using Splunk SIEM.

Key Responsibilities:

SIEM Integration & Security Monitoring

  • Configure Splunk to collect and analyze security logs from Responsive.
  • Develop custom Splunk dashboards, queries, and alerting mechanisms to track suspicious activity.
  • Work with IT security teams to define anomaly detection patterns and compliance reporting standards.

SSO & IAM Integration

  • Design and implement Single Sign-On (SSO) for Responsive using Azure AD (Microsoft Entra) via SAML 2.0.
  • Ensure Multi-Factor Authentication (MFA) policies are enforced.
  • RBAC implementation and automated role-based provisioning in Responsive for compliance with IAM governance policies.
  • Oversee user provisioning and deprovisioning workflows with SailPoint Identity and Access Management.

Email Integration & Smart Host Configuration

  • Oversee SMTP relay (Smart Host) configuration for secure email routing.
  • Ensure SPF, DKIM, and DMARC settings are implemented correctly to prevent spoofing and improve email deliverability.

Required Expertise & Qualifications:

  • 10+ years in enterprise cybersecurity and security engineering.
  • Hands-on experience with SIEM platforms (Splunk), security monitoring, and IAM security enforcement.
  • Strong knowledge of identity management, authentication protocols (SAML, OAuth, OpenID Connect), and RBAC frameworks.

Certifications preferred:

  • CISSP (Certified Information Systems Security Professional)
  • AWS Security Specialty
  • Splunk Certified Architect
